FOIA REQUEST UNACKOWLEDGED FOR 90 DAYS

Ladies and Gentlemen:

This letter is submitted to your office as a means of alternative dispute resolution prior to the formal filing of a complaint in the United States District Court for the District of Columbia pursuant to the  Freedom of Information Act, 5 U.S.C. Sec. 552(a).

Enclosed please observe my letter dated June 5th, 1998 to the Commanding General of the U.S. Army Material Command [AMC], signed via registered receipt on June 15th, 1998. In my 6/5/1998 letter I notify AMC that their office was identified as the appropriate appeal authority by their subordinated command, the U.S. Army STRICOM, Orlando, Florida.

My letter, dated March 20th, 1998, to U.S. Army STRICOM, signed via registered receipt on March 24th, 1998, has yet to be answered. It almost appears that the 3/20/1998 letter has been completely ignored.

Therefore, I intend to shortly file suit against the U.S. Department of the Army for various violation of 5 U.S.C. Sec. 552(a). This letter is provided to your office as a courtesy and to document my efforts at alternative dispute resolution prior to the anticipated filing of the complaint on July 13th, 1998.

If your office can assist me in obtaining these documents from U.S. Army STRICOM prior to 7/10/1998 please notify me via Internet e-mail address at: and advise me.
